Follow-up Comment #21, bug #41453 (project octave):

As Jordi noted, ARPACK is currently an optional requirement.

I think the correct approach here would be to 
make norm use the SVDS based computation of the norm
if it is available and fall back to the current slow algorithm if it is not.
