Details:

I downloaded and installed cygwin64, including the entire math section.

When I open a cygwin window and type "octave" it immediately terminates with
no output---no error message, prompt. Nothing.

The output of uname -a is:

CYGWIN_NT-6.1 HarrisX 1.7.33-2(0.280/5/3) 2014-11-13 15:47 x86_64 Cygwin

octave location.:

 $ whereis octave
octave: /usr/bin/octave /usr/lib/octave /usr/share/octave
/usr/share/man/man1/octave.1.gz
