Follow-up Comment #40, bug #41027 (project octave):

It may not always be appropriate to remove it.  Some people may have been
depending on it to provide configuration info.  But it was really not
appropriate for us to be exposing Octave's configuration environment and for
them to be assuming that their configuration environment is the same as
Octave's.  So we should probably point to some documentation that explains
that if they need configuration info, they need to obtain it using their own
configure script.  Alternatively, they might be able to use Octave features
that already provide consistent interfaces to  system dependent
functionality.

But yes, it would be friendly to provide a config.h that gives a warning of
some kind.
