Details:

Whenever my command window is above a certain size, it gets flickering random
unicode characters all through it.  See the attached screenshot for an
example.  If I shrink the command window to be just a little smaller than what
is shown (either shorter or narrower), then it returns to normal behavior. 
Even when it is just showing junk, I can type commands and they show up in the
command history, but I can't see the output of the commands.

Other windows, such as the Editor, seem to be fine.

This nearly prevented me from using Octave on Windows, since I could run
scripts, but not see any console output without sending it to a file.  It
works fine for me on the same screen when running Linux.  Now that I know I
can shrink the window to make it work, it's not a big deal for me.


(Note, this seemed slightly similar to bug #46601, but also a good bit
different, so I just filed a new bug.)
