Follow-up Comment #20, bug #47527 (project octave):

Works for me, however I did manually set the icon appid prior to getting it
working with nsis, so perhaps it is caching settings that everyone else is not
getting

I will try to get access to another windows machine and see if doesnt work for
me there.
