I fixed this on the stable branch here
(http://hg.savannah.gnu.org/hgweb/octave/rev/a17848537a67).  I'm not sure
whether this will make it in to 4.2.0 or the bug fix release 4.2.1.

There were multiple issues, but the problme for Windows machines was the
roundoff error in std::pow that has been seen before.
