Follow-up Comment #8, bug #49936 (project octave):

I run octave.vbs from the zip file; this has the successful plot execution.

I tried deleting the qt.conf file and it still didn't work. However, I tried
using the same win64 installer in a different machine -- the plot worked
there. Perhaps the machine having an issue has policies that cause this issue
-- for the meantime I'll just use Octave on the other machine so that I can
continue.
