Hi,
I am not the original poster, but I would also like to report the same
problem, so I will post it here, so to avoid raising new tickets. 

I have checked #50039 and in my case I do not have any mix of locales,
actually I do not even know what is there to be mixed. I use polish settings
everywhere, so my country is set to 'Poland', the language is set to 'polish',
and the keyboard is set to 'polish (programmers) QWERTY'. These are the
typical setting one would use in Poland. I do no have any other languages or
keyboards added. The code page in Octave is 65001 (see the attached picture).
It should be noted that typically polish Windows has code page set in terminal
to 852 and when I change the code page in Octave to 852 (using command:
system('chcp 852')), the command clc works fine and will not display any
squares.
I should also mention 3 more things:
1. I have the same release of Octave (4.2.1) installed on another PC, with
Windows 7, and there 'clc' works fine, though code page is also set to 65001.

2. This is a fresh instalation of Windows 10, basically nothing else is
installed there apart from Visual Studio, firefox, notepad++, MS Office. 
3. I had Octave 4.2.1 installed on the same machine with Windows 10 before
(the physical HDD with C: has changed) and clc was working fine. I believe I
had the same regional settings, so the problem may be difficult to reproduce.
