Details:
This is a little hard to explain in words, but is visually simple.
In Octave 4.2.1, opening the GUI and then switching to the Documentation tab,
will show the Table of Contents for all of the documentation. At the top of
the Table of Contents is reddish text "Menu".
On the development branch, the text "Menu" is now light blue and is a
hyperlink.
The problem is that the hyperlink leads no where and a user can get trapped by
accidentally clicking on what looks like a valid link.
I don't know how recent the regression is, but it may be related to changes I
made to convert single character standard strings to single characters.
