Follow-up Comment #1:

Thanks for your bug report, and sorry no one has responded until now. Is this
bug still reproducible using the latest Octave 4.2.1 build for Windows? If you
give Octave more time to start, does it resume working? Do you have to run any
commands in order to trigger this bug, or is just starting Octave from the
launcher enough?
