Follow-up Comment #26, bug #36954 (project octave):

I've updated the patch a bit, just added a comment and moved things around a
little.

I'll try to work up some test cases for a few different time zones.

I think the best approach for the tests would be to iterate over a few
different time zone specifications, and make sure that a set of test cases all
work, each test sample being something that would fail in a particular time
zone.
