Details:

I have a ultra high quality screen laptop than runs the GUI smoothly; however,
when I go to dock it into my standard definition display monitor I get really
poor visibility and the text looks all glitchy see this screenshot
(https://imgur.com/G9Y06RD). 

On windows 10, Dells XPS 13 with a second display of a HP Pavilion 27xw
monitor that's causing the issues. All other programs work fine in this
transition, only Octave is acting up.
