Details:

I am not able to launch Octave 4.2.1 in windows 10 after a reboot. After
installation, it had worked, seems rebooted once at that time without issue.
This is the second time I am uninstalling and re-installing due to the same
error. How to solve this or work around this. I did a "sfc /scannow" from
windows command prompt as admin and still problem not resolved. 

"I guess there is some temporary files being created as part of windows
installer and it becomes obsolete later"

Please help
