Follow-up Comment #9, bug #52496 (project octave):
This bug also affects me. I have Octave version 4.2.1 configured
"x86_64-w64-mingw32". My OS is Windows 10 Home, Version 1709, OS build
16299.192
I can scroll down past the current line and past all text in the Command
Window, but any attempts to scroll up bounce right back to where the cursor
is.
