Update of bug #53365 (project octave):

                 Summary: Tab completion does not work in octave-4.5.0+ =>
Up-Arrow command line completion does not work in octave-4.5.0+

Follow-up Comment #3:

I should be more clear, sorry: it isn tab but command line completion using Up
Arrow.

When typing the first characters of a command that was entered previously,
then entering Up Arrow, a previous command matching those characters would
come up (the last command that fits those characters). Using Up Arrow one can
step through the list of matching commands. That doesn't work anymore.
Instead one gets the previous command whether it matches or not, and Up Arrow
just steps through the history.

When typing a few characters and pressing Tab one gets the usual Q: show all
<big number> possibilities? y/n
