Details:

When installing the packages I get the following error:
Warning file communications does not exit.

computer is a dell 5000 with win10.
Installed using the windows installer.
appears that the 4.2.2 install did not correctly install the path to the
packages that were downloaded with the windows .exe installer.

I was able to copy the signal package and put that into the
c:\octave\octave-4.2.2\  directory, but as with previous downloads of the
communications package from the forge, that will not install correctly.

I've uninstalled Octave 4.2.2 and reinstalled but the install still fails to
find the packages when at the command prompt >>
I type    pkg install communications or any other package. I checked using pkg
list and I see the packages are were downloaded, but the path to them must be
in error.  
On my other win10 laptop I the install of 4.2.2 and install of signal,
communications and io when OK.   Regards Ray Irwin
