Details:

Octave versions 4.2.2 and 4.4.0.
OS Windows 10

Actual output: all output in the command window is truncated at 36 characters.
See attached screenshot of the startup message. This happens with any output
to the Command Window, not just the startup message.

Expected output: full output is visible.

Note 1: this works correctly in the cli version of Octave on Windows.

Note 2: This also works correctly on my linux installation of Octave (in the
GUI).
