Follow-up Comment #6, bug #53867 (project octave):
I didn't think there would be a difference, but thanks for confirming. This
is something system specific. If it were under Linux you could use something
like strace to determine what underlying timeout is causing the delay. I
don't know how to do the equivalent on Windows.
