Follow-up Comment #4, bug #53651 (project octave):
I think this boils down to implementing the "opengl" function and being able
to switch from software to hardware OpenGL at run time (see also bug #44916).
The default native Windows opengl32.dll only supports OpenGL-1.1 and lacks
some functionalities (framebuffer objects in particular). I think that is the
reason why print/getframe won't work unless opengl32.dll is provided by Octave
(MESA software rendering, OpenGL-3+) or by a specific driver you installed
with your graphics hardware (which generally support OpenGL3+).
