I think you should ask questions about how to do what you are trying on the
Octave maintainers mailing list
(https://lists.gnu.org/mailman/listinfo/octave-maintainers).
I don't think you have found a bug because the '--enable-native-build' option
means you want to build Octave for the host machine, not a cross-compile. You
would use this if you want to build Octave for Ubuntu on Ubuntu, or if you
want to build Octave natively on Windows in a MinGW environment for Windows.
