Follow-up Comment #1, bug #54083 (project octave):

It is my experience that at least on Windows, since a long time the qt toolkit
never redrawed automatically after plot window resize actions. I always use
the "Autoscale" buttons to redraw after resizing. (Hmmm, maybe the latter
relates to bug #54079?) 
In fact I vaguely figured that this had become the official behavior.

But I just tried and found that redrawing of very simple plots like "plot (sin
(1:10))" sometimes work automatically with qt after resizing the window. 
It seems that simple & small resize moves (of the plot window border) work,
but resizing by dragging some window border hence and forth indeed leads to no
redrawing.

The fltk toolkit just seems to have a higher tolerance.
For simple plots, redrawing is instantaneous. But I often draw more
complicated topographical maps (from shapefiles) with various overlays and
resizing those seldomly results in an automatic redraw, with qt and fltk.

I found no difference with or without releasing mouse buttons.

BTW I never noted a "black background flash" with the qt toolkit.
