Details:

On my fedora 28 machine, running octave 4.4.0 and dev (QT 5.10)


p = uipanel('title', 'test', 'position', [0.25 0.25 0.25 0.25])


Doesnt show the border around the panel. In windows it works as expected.

Checking the properyies with get(p), has properties set for bordertype
etchedin, borderwidth=1
