Update of bug #54374 (project octave):

                  Status:                    None => Wont Fix               
             Open/Closed:                    Open => Closed                 
                 Summary: datenum Matlab compatibility => datenum 'FFF' format
does not match undocumented Matlab behavior

Follow-up Comment #3:

Alright, so they really are only paying attention to 3 digits as specified by
FFF.  This makes me think it is the programmer's responsibility to have the
string match the time format that they want to decode with.  Closing as "Won't
Fix".
