Follow-up Comment #1, bug #54616 (project octave):
To complicate matters further; I had not used fltk in my new octave
installation before this.
When I switched from fltk back to qt, the bug could no longer be reproduced.
So this seems to be a bug with fresh octave installations, and somehow
switching to the fltk toolkit and back seems to have permanently resolved the
bug for me.
Perhaps fltk performs some sort of one-time mouse-input initialisation that
was left out on qt?
