Follow-up Comment #1:

Thank you for your bug report, but this appears to be a bug between Perl and
Texinfo, not a bug that has anything to do with Octave. Octave calls the
'makeinfo' command when formatting help for display on the screen, and that is
where the warning messages are coming from.

You might want to ask the Arch texinfo maintainers to patch this file so that
it works with Perl 5.28 without a warning message. For example, this patch was
applied in the Debian texinfo package:
