Follow-up Comment #48, bug #55029 (project octave):
As mentioned below in #46 this appears to be due to an incompatibility
between glibc 2.27 and 2.28.
Thus a fix is required for glibc 2.28 (and presumably above)
in order to clear the entry in

Bugs marked as regressions
Since glibc 2.28 is the current release on Fedora 29
this bug should be resolved before the Octave 5.0 release.
