Follow-up Comment #3, bug #55681 (project octave):

I added a change that moves startup.m and finish.m directly into the
interpreter where other init files are loaded

There was still the problem that --no-site-file would also skip loading the
user's startup.m or finish.m. With this change they follow both --no-site-file
and --no-init-file as expected.
