Would anyone object to me making a perl based scheme (that could include make)? There are (unsurprisingly) some good HTML template codes for perl available that can make the header/footer work well together.

A couple of months ago I started work on a CSS-based update to the octave home page. I put the result here for anyone interested: http://webpages.charter.net/qspencer/octave/

It looks pretty nice. That brings up another question for John, how much do you want to stick to the current design, and how much do you want a re-design?
