A plea for gsvd

Hello,

may I humbly repeat a request I made one year ago: would it be
possible to write an interface to lapack DGGSVD and CDGGSVD ?
The calling convention is quite similar to those of SVD. I need this
to compute the gsvd of (A, B), where the B matrix is rank deficient.

I guess most of the work is duplicating src/svd.c and
liboctave/*SVD*. But I am not skilled enough in C++ to perform this
transposition.
