The goal of bundles is just to simplify the life of the rpm/deb
packager. The bundle might easily be completely independent of octave in
a certain sense with just a supporting build script and post-install,
pre-uninstall functions for the rpm/deb packager to use. So no bundles
aren't strictly speaking necessary.
