My promise to write a better parser is now quite old.
Would it carry any weight if I said I'd get around to it
later this week after a grant deadline?

What is the status of it being included in Octave or Octave forge? I'm
asking because I'm wanting to try to write an SVG backend for the handle
graphics, and having an xml parser and unparser would prevent a lot of
duplication.
I glanced at the trees for both, and the only thing I found was xmlread in
forge which doesn't seem to be very documented.
