It's not maintained, but I don't think it needs to be removed. Even an
outdated info is better than nothing.
I bet README.Cray wasn't updated for ages either, yet it is still there.

I'd say let's leave the README.MSVC file in the source tree. It's got
M. Goffioul's mail inside, so people may contact him for further info.
Also, there is the chance that someone else will update the
information again in the future.
