Emacs support files and Octave

All,

There seems to be some confusion on the bug tracker about who maintains the
Emacs Octave mode files.  My understanding is that this is now part of the
GNU Emacs project.  If this is wrong, please speak up!

Otherwise, part of the confusion can be attributed to the fact that there
is an emacs directory in the Mercurial repository and that this directory
is wrapped up and packaged in the distribution tarballs.  The files
themselves are not installed, only distributed.  It seems like it would be
clearer not to distribute these files nor track them with Mercurial if,
indeed, they are being actively developed as part of the Emacs project.
