Compiling ATLAS with MinGW

How do you compile ATLAS with MinGW? I've tried various methods, but
up to now the only one that has worked is to compile everything with
regular cygwin GCC, then create DLL's with MinGW GCC and the ATLAS .a
archives created by the cygwin version. Do you have another method
that only uses MinGW as a compiler?
