You could use Mumble, which is free software and also uses its own voice encoding/decoding algorithm for low latency. Intentionally, Mumble was developed as a TeamSpeak alternative for voice conferencing in video games. Our pirate party uses Mumble to hold conferences on the net instead of using Skype.

All you need to do is to either set up your own Mumble server or choose one of the open ones available freely on the net. The downside with the open servers is that you don't have admin rights, so you can't lock conference rooms for example.
