Yes I reported this a long time ago and I still suffer from this issue as we 
were unable to find a solution.
It only affects KDE with the Oxygen style. Any other style works fine. I think 
it may be a bug in Oxygen.
But after a release we might get such reports much more often and maybe should 
find a way to work around this issue.

We could consider Torsten's patch send to the ML on 17/7/2013: "Floating 
widgets on windows and non windows systems"
as it restores the default floating on *ix systems.
