This is already optional, the user's choice can be set via
edit license
the relevant section of the help for command "edit" says:
`license'
`gpl'
GNU General Public License (default).
`bsd'
BSD-style license without advertising clause.
`pd'
Public domain.
`"text"'
Your own default copyright and license.
Unless you specify `pd', edit will prepend the copyright
statement with "Copyright (C) yyyy Function Author".
As Octave is Free Software and one of its aims is to promote Software Freedom
I think it is reasonable to have 'gpl' as default as long as users can change
that setting ...
