I'm on to building Octave.  The one problem I found with your port is that the 
designer.diff includes the line below

+LIBS += -L../Qt4 -l$$QSCI_LIB

But should point to Qt4Qt5

+LIBS += -L../Qt4Qt5 -l$$QSCI_LIB
