I forget what the issue was.  There was something about a line of code 
with comment:

    // FIXME: this is really playing with fire.
    symbol_table::erase_scope (local_scope);

and commenting out that line didn't fix the problem.  So the 
local/global scope issue doesn't seem to be a problem.  That helps 
narrow things down, or at least rule out one thing.
