No. Octave Forge only releases source and we don't have a mechanism to
differenciate between platforms.  Also, we take the approach of letting
the user manage the dependencies (usually through their package manager
of choise).  You could have a configure script that checks for SimPy
availability during installation and fails with an error message
pointing to the dependency.

Or you could have the normal package released in Octave Forge and still
have your modified one with bundled SimPy distributed via your own
webspace.
