It is certainly true that there a quite a few "legacy" sites which
are frozen into very old systems. There are many reasons for
this including use of legacy software, fear of change, Company
rules, etc.,... I have direct experience of such sites.
Many of these sites would prefer an older Octave in any case.
So, on balance, it seems better to move ahead and make Octave
better for the user community which is able to keep reasonably
up-to-date.
