I have submitted my GSoC proposal for this project. Here is the link
https://www.google-melange.com/gsoc/proposal/review/student/google/gsoc2015/alishajain/5629499534213120

I have submitted the detailed proposal there. Should I include it to my wiki page too?

I am also working on a bug
https://savannah.gnu.org/bugs/?44316
and trying to solve it at earliest. I am trying to introduce a new
operator '==' for permutation matrices as it is not present.
