Apparently the location of arpack has changed.
Hmm, following the link in <mxe-octave>/src/arpack.mk I get an "access
forbidden" ....

You can find arpack-ng_3.1.5.tar.gz here:
http://pkgs.fedoraproject.org/repo/pkgs/arpack/arpack-ng_3.1.5.tar.gz/f773f34079a9c24807da6bc2e72fe6df/
put it into <mxe-octave>/pkg, but just check the CHKSUM in
<mxe-octave>/src/arpack.mk and if needed update it with the result of
openssl  sha1  arpack-ng_3.1.5.tar.gz
