mxe-octave: build of default branch fails with "unable to deduce 'const auto' 
from 'octave::sys::popen2'"

A patch in the comment #7 is required current default branch build on octave on 
windows.
Both mxe and windows native build.

Is there any reason that the patch is not attached to the branch?
