"Patch Submitted" and "Patch Reviewed"

There are now two Status fields on the Savannah bug tracker to indicate
whether a patch has been submitted and whether it has been reviewed.  One
can use the "Display Criteria" to quickly limit the list of bugs displayed
to only those with a "Patch Submitted".  For those who have credentials on
Savannah with the Octave project, Avinoam has suggested trying to review
more of these reports and move them to the "Patch Reviewed" category.  The
problem is that the longer the patches sit on the tracker, the more likely
they are to grow stale and no longer apply cleanly to the codebase.
