Follow-up Comment #16, patch #9440 (project octave):
Octave itself is required to build the source distribution, so that would be
./bootstrap
./configure
make all
make dist
I always have a build of Octave, so I haven't tried 'make dist' on a fresh
checkout. So try 'make all' first and see if that solves it.
