[Om-synth] Audio 2 control

People keep asking for a way to downsample audio signals to control
signals, so I wrote a really simple plugin for it (attached). It does
not do any filtering, so fast signals will be aliased (but why would you
want to downsample fast signals to control rate?). It should work OK for
slow signals and logic-type signals (triggers, gates etc).

Dave, feel free to add this to omins if you want to.
