[Pan-users] update: all-clear on CVS usage

CVS should be working again for multipart decodes.  In fact it should be
working better than ever, now "mulipart/partial" mime posts are supported
and TEMPORARY FILES ARE NOT NEEDED ANYMORE! :) 

ObGnomeAnonCvsWarning: some Gnome CVS mirrors sync up only once per day;
make sure you've got this in your ChangeLog:
