[Pan-users] Pan 0.12.90+ (inc 0.12.92) post in UTF-8 no matter what you pick

Ok I figured what happened with the broken accentuated text I posted a
few days ago: it looks like Pan is always encoding bodies of posts in
UTF-8, no matter what charset you select.

It leads to displaying garbage if you select something else (such as
ISO-8859-15), but if you select UTF-8 it's then displayed properly. As a
workaround, I just post in UTF-8; but is there a way to generally select
this charset as the default? Looks like you can only change it on a per
message or per group basis.
