This is how I handle this...
>From news server with the incompletes (usually my ISP), download
everything. Then delete it all (in the directory you downloaded them
to). Now go to your good news server (premium one usually), and download
the files again. PAN will only download the missing bits...
This of course assumes that your cache is big enough.
If you already had complete files then PAN simply decodes them again
without downloding anything... (You could always skip deleting the
complete ones, but hey, I'm lazy!).
